The Corporation invites Proposals to provide Engineering Services for the upgrade of the methane gas collection system flare building to satisfy TSSA compliance requirements.  This is to include detailed design, tender document preparation and engineering service through to project completion as listed in Appendix A – Terms of Referenced for this RFP.

The City of Cornwall Environmental Services Division is responsible for the operation and maintenance of the City of Cornwall waste disposal site.  The existing Methane gas collection system flare building has been grandfathered by the TSSA since it was built prior to 1993.  This grandfathering can only remain in place provided no modifications are made to the building or any methane gas collection system equipment within the building.  To deal with some equipment issues the City now desires to proceed with upgrades.  This requires the entire building and the gas collection equipment contained within be in full compliance with TSSA current codes.
