The Corporation invites Proposals from qualified consulting firms to design and implement the conversion of the existing heating systems at the Civic Complex and Aquatic Centre from Cornwall District Heating (CDH) to a centralized natural gas condensing boiler plant. The work will be broken into two phases. Phase one includes a pre-design review of Option 2 as outlined in the Civic Complex & Aquatic Centre District Heating System Economic Analysis (October 2022) (“Economic Analysis”), intended to confirm feasibility and required scope of design work. Existent recording and site verifications of assumptions outlined in the economic analysis is required to clearly identify and document the infrastructure and system modifications required to implement Option 2. Following owner’s review of pre-design findings, detailed design and preparation of tender specifications and contract documents will occur.  Scope of services to include part-time on-site construction supervision, contract administration, commissioning, and post-construction services.
